What Actually Happened
In December 2025, the EU passed Regulation (EU) 2025/2650, amending EUDR's due diligence process. It moved fast: agreed in trilogue on December 4, 2025, adopted by Parliament on December 17, adopted by the Council on December 18, published in the Official Journal on December 23, and in force by December 26, 2025.
The Two Real Changes
First, downstream operators and traders who aren't SMEs no longer have to file a duplicate Due Diligence Statement for product they receive — they now just collect and retain the reference number of the primary operator's original DDS. Second, micro and small primary operators sourcing from low-risk countries can use a single simplified declaration instead of a full statement.
The Deadline Also Moved
Alongside the process changes, the compliance date shifted from the original December 30, 2025 to December 30, 2026 for large and medium operators and traders, and to June 30, 2027 for micro and small enterprises.
Who This Actually Helps
If you're a downstream buyer — a retailer, a distributor, a brand sourcing from an already-compliant supplier — this is a real reduction in paperwork. If you're a micro or small primary operator in a low-risk sourcing country, you now have a lighter filing option. If you're a large or medium primary operator, or you're sourcing from anywhere flagged as standard or high-risk, none of this simplification applies to you — you still need a full DDS and a full risk assessment.
What To Check Right Now
1. Determine whether you're a primary operator (first to place the product on the EU market) or a downstream operator — the simplification only helps one of these.
2. Check your sourcing country's risk classification — the simplified declaration only applies to low-risk countries.
3. If you were told the deadline was December 2025, update that internally — it's now December 2026 or June 2027, depending on your size.
4. If you're relying on someone else's DDS reference number, verify the underlying filing is actually sound before you depend on it.
